Rob Lucci, also known as the "Massacre Weapon," is an agent of the Cipher Pol serving the World Government, and a member of CP0.

Previously, he was a member of CP9 and was renowned as the strongest member in its history.

He first appeared as one of the five Shipwrights at Dock No. 1 of the Galley-La Company shipyard in Water Seven. Operating undercover to obtain the plans for Pluton from Iceburg, he worked as a sawyer and specialist in gourds and bolts at the dock.

After his defeat by Monkey D. Luffy at Enies Lobby, Lucci was expelled from CP9 by Spandam, who declared him and his colleagues responsible for the chaos caused by the Straw Hat Pirates on the judicial island. However, in the following two years, he successfully rejoined Cipher Pol within CP0, this time as Spandam's superior.

He is the main antagonist of the Water Seven Arc, the secondary antagonist of the Enies Lobby Arc behind Spandam, the secondary antagonist of the Water 7 Saga, and one of the primary antagonists of the Egghead Island Arc alongside York, the elder Saturn, his counterparts, and Admiral Kizaru (and briefly a reluctant ally). He is also one of the central characters of the mini-series "CP9 Out of Service!" alongside the rest of the CP9 agents.

Appearance

Rob Lucci is a very tall, lean, and muscular man. His eyebrows are notably arched, and his small beard has an atypical shape. He has long black hair that waves. When he fought Luffy, he styled it into a ponytail. He has two tattoos consisting of a crossed rectangle on each arm. His back is distinguished by five scars from cannonball collisions. Strangely, these scars, together, form the symbol of the World Government.

During his infiltration mission at Galley-La Company, Lucci, acting as a shipwright, wore a dark top hat decorated with a white ribbon. He lost it during his battle with Luffy. He was dressed in brown pants with orange suspenders, over a white tank top, and wore black and white shoes. As an assassin of CP9, Lucci regained his hat, which matched well with his black suit, tie, and white pocket square. He also likes to roll up his sleeves, a part of his style.

When he invaded Iceburg's mansion with his CP9 colleagues, Lucci's disguise included a bull mask with red eyes and a light pink robe, embellished with a sword.

When he attacked the Franky Family to find Franky, he concealed his face with a small metal mask.

When CP9 was about to board the sea train, Corgi, a government official, placed a green fur coat on his shoulders.

After eating a Zoan-type Devil Fruit, the Leopard version, he gained the ability to transform into a leopard or a hybrid human-leopard form.

In an SBS, Eiichiro Oda drew the CP9 agents as children. Lucci was already accompanied by his faithful pigeon. He was seen wearing a t-shirt with a Kanji meaning "Peace" and holding an olive branch with a bag on his back. It seems he had run away.

Thirteen years ago, during his first official mission, he wore the standard outfit of a CP9 agent but had cut his straight shoulder-length hair just above the shoulders.

After the events of Enies Lobby, Lucci wore a leopard-print shirt, slightly unbuttoned, and a black jacket over his shoulders. He had several bandages on his forehead and chest due to his recent battle with Luffy.

After the time skip, Lucci's beard evolved into a sort of pendulum, and he is now dressed in a white suit, in line with the CP0 dress code, with a rose on his chest at Marie-Joie or a medal during the Film Gold. He wears a white coat over his shoulders and matching shoes.

Personality

While undercover in Water 7 as a shipwright, Rob Lucci never spoke. To communicate, he used his pet pigeon, Hattori, and ventriloquism. It was only after his true identity was revealed that he began speaking normally.

Undercover in Water 7, Lucci played a moralizing role towards Pauly when he misbehaved. Pauly was so addicted to gambling that he was broke and had to repay his casino debts. The two often fought. Lucci has a very calm and thoughtful temperament. He speaks very politely, even as a spy, as if he had no vices.

Recently, in chapter 1017, Who's Who revealed that Lucci is considered a genius within the government. In addition to his extraordinary physical abilities, he is a thoughtful man (he quickly learns the trade of a shipwright), notable for his persuasion skills (he convinces Kaku and Kalifa to eat their Devil Fruits), and has known the Rokushiki techniques since he was 13. He quickly understands how Luffy's Gear Second works, later deducing that it also shortens Luffy's lifespan. Lucci then adapts by increasing his own speed, since the battle will rely on his opponent's endurance.

Lucci is a loyal and serious man whom the government knows they can count on. In fact, when the officials congratulate him at Blue Station for his five-year success, he doesn't appreciate the celebration. He considers it too early to claim victory. Kalifa also celebrated the end of the mission at the departure of the Puffing Tom, but Lucci reminded her, "Don't count your victories too soon. You never know."

As the number 1 agent of CP9, Rob Lucci is a man who believes that killing is necessary for justice and peace to prevail in the world. "Evil has no place in this world." He is willing to spill the blood of civilians who oppose the actions of justice (like Iceburg, who refuses to hand over the Pluton plans). But more importantly, and the reason why he is considered the cruelest man in the history of CP9, Lucci has the particularity of killing his subordinates if they are defeated by the enemy. "For a soldier, weakness is a crime. Soldiers this weak no longer deserve to live." Having become useless, he judged that they would never be able to defend anything. This aspect of him greatly terrifies Marine soldiers.

Lucci notably shows a naturally sadistic temperament, morally speaking. He does not hesitate to remind Pauly that they thought they were friends. Later, he exploits Franky's past by destroying the former rooms of Tom's Workers. He tells Sanji on the train that, sadly, Nico Robin's fate is to die for the good of all, but first, she must endure agony to reveal all her knowledge and secrets. Moreover, he exploits Luffy's human feelings by asking if he wouldn't want to go save his friends stuck in the flooded tunnel. "What will happen to your friends? What will happen to Nico Robin? If you're so worried, I can let you go rescue them."

Lucci transforms into a leopard to terrify his superior, Spandam. For Spandam, Lucci is only in CP9 to obtain a license to kill without ever going to prison. A killer whom Spandam is glad to direct at his will. Lucci does not truly share Spandam's ideals, because he is weak and lacks courage, but as long as Spandam holds this position, Lucci will not contradict his quest for ancient weapons.

More introspective about his relationships, Lucci is very acidic with Jabura. When Jabura greets him by saying that he still looks as unbearable as ever, Lucci responds, focusing on what bothers him the most, "It's your face that I can't stand, dear Jabura." He knew that Jabura had been rejected by the love of his life, precisely because of his appearance. It is explained that the entire island knew about this, thanks to Fukuro, so he had sharp ears. Additionally, while they were walking toward the Justice Tower at Enies Lobby, Lucci quickly noticed that Nico Robin had stopped walking, even though she was in front of everyone.

When he first appeared later in Dressrosa, he was angered to learn that the Revolutionaries had stolen the list before them. Spandam exaggerated, like a bootlicker, and Lucci retorted that he was just like the Revolutionaries, annoying.

Returning to the events of Enies Lobby, since Lucci had no authority over Spandam, he pretended to ignore Chimney and Gonbe, with the sole purpose of allowing Luffy to catch up to them. He insolently responded to his superior that he hadn't heard his order to kill them, risking being seen as a fool incapable of making such decisions.

Lucci doesn't seem to care much for anyone, but this is only on the surface. His true friends are his colleagues. After the Enies Lobby incident, his comrades didn't hesitate to save him. No surprise there, as they all grew up in the same place: Guanhao, on the Grand Line.

Despite this apparent lack of feelings, Lucci is capable of showing a semblance of sympathy and gratitude for the masses. Those he must protect. When pirates attacked Saint Poplar, a nearby city served by the sea train, he didn't hesitate to directly and violently confront the pirate captain of the Candy Pirates, even though he had just recovered from his injuries.

Unlike Spandam, Lucci has never laid a hand on a woman. It was Kalifa who took care of Kiwi and Mozu at Tom's Workers. Therefore, it is assumed that Nami was knocked out by her at Galley-La.

After the timeskip, the semblance of sympathy that Lucci once showed seems to have disappeared. Indeed, as a member of CP-0, now serving the Celestial Dragons, he no longer hesitates to legitimize their actions. This is evident in the scene where Saint Charlos attempts to kidnap Princess Shirahoshi in front of the Reverie participants. The former CP9 agent reminds everyone that the Celestial Dragons are the creators of this world. Their power and desires are limitless, devoid of any logic or morality.

This marks a significant shift in his demeanor and beliefs, as he fully embraces the authority and actions of the Celestial Dragons, highlighting his alignment with their ruthless and absolute control over the world. It appears that Lucci's once-calculated, if morally questionable, sense of justice has been overtaken by an even colder, more unquestioning loyalty to the absolute power of the Celestial Dragons.

Relations

Allies and Colleagues (CP9)

Aside from Spandam, Lucci seemed to get along with the other CP9 agents, despite some occasional conflicts, especially with Jabura. Lucci is often referred to as the most powerful member of the organization, especially by his superior. He shows no mercy for new CP9 members and does not care about their fates, as evidenced by his killing of Nero, whom he deemed too weak. He does not express emotions for his CP9 colleagues, although they seem to genuinely care about his well-being, as highlighted after the Buster Call at Enies Lobby. Despite their individual injuries, the CP9 members pooled together to cover Lucci’s medical expenses. This bond, though strained, reflects the deep-rooted connections they share, much like Luffy and his crew, who formed strong ties during their childhood, even if there were occasional disagreements.

Kaku
Lucci and Kaku share a strong bond, having worked closely together for over five years at Water 7. Kaku, happy in his role as a carpenter, was supported by Lucci. The two easily gained the trust of other carpenters and were well-respected. Like the rest of the CP9, Kaku cared for Lucci’s health and often assisted him. Two years later, they were still working together as members of CP0.

Kalifa
Lucci and Kalifa have a professional and cooperative relationship, working well together within the same organization. Lucci often seeks her reports and advice. He was the one who suggested she eat the Devil Fruit offered to her. Both worked together for five years on the mission to find Pluton’s plans. Like the others in CP9, Kalifa was concerned for Lucci's health and did not hesitate to assist him.

Blueno
Lucci and Blueno seem to have a cordial relationship, though Lucci did not hesitate to criticize Blueno after his defeat, stating that his years spent in a bar had weakened him. Still, Blueno, like the rest of CP9, cared for Lucci and helped him when needed.

Jabura
Jabura is probably the CP9 agent with whom Lucci has the least affinity. They have a constant rivalry, often competing with their opposing Zoan powers. Additionally, Jabura resents Lucci for taking the love of Gatherine, who had rejected his advances and fallen for Lucci instead. Despite knowing Lucci is more powerful, Jabura still provokes him, which greatly irritates Lucci. In summary, their relationship is one of constant friction, although Jabura does show concern for Lucci’s well-being, helping him like the other CP9 members when needed.

Hattori
Hattori, Lucci’s pet pigeon, is very close to him. It is implied that Hattori has been with Lucci since his childhood and is deeply loyal to him. Hattori remains with Lucci even in dangerous situations, such as the Buster Call at Enies Lobby. Normally perched on Lucci’s right shoulder, Hattori is always by his side unless Lucci is in battle. Two years after their introduction, they are still inseparable. Hattori shares similar attire with his master and even enjoys a drink by himself.

World Government
Lucci previously worked for the World Government as an assassin and CP9 agent, with strong loyalty. The government viewed him as a valuable asset, considering him the most powerful agent within CP9. He was always ready to do whatever it took to complete his missions, following the doctrine of Absolute Justice. Lucci believed that the 500 soldiers who surrendered to the pirates were no different from criminals and deserved death, and the government did not seem to punish him for this unauthorized killing. However, after the events at Enies Lobby and his crushing defeat, Spandam blamed Lucci and his colleagues, branding them as criminals and enemies, even though they had once been close professionals.

After the timeskip, Lucci returns to work for the World Government as a member of CP0, signaling his reinstated status and the reversal of his previous fall from grace. Interestingly, Spandam is now Lucci’s subordinate, marking a significant shift in their relationship.

Akainu
Lucci once had a conversation with Fleet Admiral Sakazuki. In this interaction, he requested that Sakazuki assemble the 10 warships that Gild Tesoro had demanded, a request that Akainu initially refused. Despite the Admiral’s apparent lack of fear toward him, going so far as to call him insolent, Lucci remained unwavering, ordering Sakazuki to carry out his instructions, knowing that he was within his rights.

Celestial Dragons

The Dragons Célestes, according to Lucci, are the chosen rulers who built the world as it is. Lucci expresses a firm belief in their authority, stating that Saint Charlos, one of these rulers, is an undeniable sovereign, and that the desires of a king must be fulfilled without question. In his words, a king does not require logic to justify his actions, emphasizing the absolute nature of their power.

Following the timeskip, Lucci works directly for the Dragons Célestes, showing unwavering respect for them and justifying their actions. His loyalty to them is so profound that he does not hesitate to intervene when Léo and Sai try to stop Saint Charlos from abducting Princess Shirahoshi. Saint Charlos, in front of all the royal families present at the Reverie, attempts to capture Shirahoshi and make her his slave. When King Neptune attempts to protect his daughter, Lucci is prepared to kill him upon the orders of Saint Rosward’s son, showing his readiness to enforce the will of the Dragons Célestes without hesitation. However, he is stopped by another Dragon Céleste, Saint Miosgard, who intervenes to end the situation. Despite his frustration, Lucci is forced to retreat, leaving the confrontation unresolved, albeit reluctantly.

Enemies

Spandam
Spandam was Lucci's superior within CP9, and despite Lucci's loyalty to him as the commandant of the organization, their relationship was marked by internal disagreements. Lucci followed Spandam's orders without question, though he didn't always approve of his decisions. One of the few times Lucci expressed his disapproval was when he scolded Spandam for wanting to celebrate their mission's victory on the convoy ship, emphasizing that CP9 members were assassins first and foremost, with no interest in honor or power. Spandam, on the other hand, was always afraid of his men, knowing they only lived to kill in service to the World Government. After the failed mission, Spandam sent pursuers to capture the CP9 members, making them enemies of the Government. Although they both ended up in CP0 after the time skip, their relationship doesn't seem to have changed. Lucci finds Spandam, as well as the Revolutionaries, rather boring.

Nero
Lucci shows no compassion for Nero, the new CP9 member. After Nero was defeated by Franky, Lucci judges him as too weak, having failed to master the Six Powers required for their mission. He doesn't hesitate to kill him, believing that an incompetent CP9 agent deserves to die.

Galley-La Company
When working at Galley-La Company, Lucci seemed to get along with the other artisans, though he was distant. However, after his true identity was revealed, he had no qualms about turning against his former colleagues, even attempting to kill Pauly, his former coworker, and Icebarg, his former boss. Before leaving Water 7, he states that he feels no guilt or sadness about leaving the city or the people with whom he lived for five years.

Icebarg
Lucci, along with other CP9 agents, was secretly sent to recover the plans for the ancient weapon Pluton, which Icebarg had possessed since Tom's death. After infiltrating Water 7, Lucci, Kalifa, Kaku, and Blueno revealed their identities to Icebarg. Lucci, deducing that Icebarg possessed the Pluton plans, becomes threatening and attempts to burn him alive after Icebarg's nervous reactions confirmed his suspicions.

Pauly
Lucci and Pauly had a rivalry during their time at Galley-La Company, mainly due to Pauly's financial problems. While they often clashed, they never had a decisive fight. However, after the truth about Lucci was revealed, he showed no hesitation in attempting to kill Pauly, his former friend, especially after betraying Pauly's trust and trying to kill Icebarg, his boss and mentor.

Straw Hat Pirates
Lucci was one of the main antagonists for the Straw Hat Pirates, especially during the mission to capture Nico Robin. He had an epic battle against Luffy, which ended in a crushing defeat for Luffy at Enies Lobby. Lucci faced several members of the crew, trying to kill them repeatedly.

Monkey D. Luffy
Lucci is undoubtedly one of the most powerful opponents Luffy has faced, pushing him to his limits. The two fought twice: the first in Icebarg's room, where Luffy was defeated, and the second on the Bridge of Hesitation, a battle of endurance where Lucci was ultimately defeated after taking a fatal blow from Luffy.

Nico Robin
Lucci, as a CP9 agent, sees Nico Robin as a major target, ready to pursue her to the ends of the earth to kill her in the name of Shadow Justice. Although Lucci holds no personal grudge against Robin, he sees her as a threat that must be eliminated for the sake of the mission.

Franky
Lucci captured Franky to send him to Enies Lobby, frustrated by the cyborg destroying the plans for the ancient weapon, thus turning five years of his infiltration into smoke. His anger toward Franky stems from the cancellation of the mission and the loss of his efforts to recover the Pluton plans.

Skills and Abilities

Lucci is considered a living legend by many soldiers, feared by all, and immensely powerful. He demonstrates this during his first battle with Luffy and when he easily overpowers Zoro. In his operations or battles, even Vice Admirals do not try to intervene to help him. Instead, they destroy buildings to eliminate the enemy, claiming that Lucci will survive. He also has sharp analytical skills, as seen when he figures out after several exchanges with Luffy during their second battle that Luffy’s Gear 2 is a doping technique that makes him more powerful but weakens his body. Lucci's physical endurance is extraordinary; during his fight against Luffy, he endured massive amounts of damage, yet still wanted to face the entire Straw Hat crew.

In this battle, he completely dominates Luffy, countering all his attacks, with some barely affecting him. He even forces Luffy to use Gear 2 in order to defeat him. Lucci's strength is 4000 Douriki, which is 400 times the strength of an armed soldier.

Six Powers

He has mastered all six techniques of the Rokushiki (Six Powers) to perfection and can even use the ultimate technique called "Ultimate Attack: Six Powers Shot," a wave of energy akin to a Haki-charged attack. He delivers this attack using both his fists, with a power much greater than Skypiea’s "Reject Dial."

Techniques

Kamisori ("Razor Blade"): Used by Lucci. A combination of "Moon Walk" and "Shigan," Lucci moves quickly in a zigzag pattern in the air, leaving a black mark on his path. In One Piece: Pirate Warriors 3, Lucci uses "Kamisori" to attack enemies at high speed.

Rankyaku "Hyoubi": Lucci's "Hurricane Leg" in the shape of a leopard’s tail. When he strikes an opponent, in addition to causing cuts, it knocks them unconscious and launches them into the air.

Rankyaku "Gaichou": Lucci’s "Hurricane Leg" in the shape of a bird of prey, capable of cutting steel. This version has a much wider area of effect and is more powerful than other variations. The cut seems much cleaner as well.

Shigan "Ouren": Multiple Finger Guns in succession. In the anime, he used this technique to kill a captain from a crew that attacked a kingdom 15 years ago, though it was not named.

Tobu Shigan "Bachi": Lucci’s Finger Gun from a distance, in the form of an air bullet. This technique can pierce Luffy’s rubber body. Unlike other Finger Guns, this one is launched by snapping his fingers. It is called "Flying Finger Gun" in Kana's dubbing.

Tobu Shigan "Mitsubachi": Similar to "Bachi," but performed three times in a row. Lucci uses this in his battle against Luffy.

Tobu Shigan "Hibachi": Similar to "Bachi," but his fingernail is on fire, making it look like a fireball. Lucci uses this technique against Luffy.

Shigan "Madara": Lucci launches a rapid succession of Finger Guns in front of him while in his leopard form, similar to Luffy’s "Gomu Gomu no Gatling Gun," but using Finger Guns.

Tekkai "Utsugi": This variant is a counterattack technique where Lucci absorbs the shock and redirects it back at the opponent. Lucci inflates his chest and sends the impact back to its user. This is called "Metalium: Virgin Tree" in Kana's dubbing.

Rokushiki Ogi: Used by Lucci, this is the ultimate technique of the Six Powers, which damages the opponent from the inside, similar to an Impact Dial or Reject Dial, but much more powerful. The user feels no pain from this technique. It is destructive enough to cause internal damage to Luffy, bringing him to the brink of death. The French anime gives it the name "Six Powers Gun: Maximum Impact."

Sai Dai Ring: Used by Lucci in his hybrid form, this technique allows him to use his tail to restrain an opponent. It is used similarly to the first technique but has a larger range of attack. The shockwave from this move can break rocks, even after passing through the target, similar to Bartholomew Kuma’s "Pad Ho" technique. In the episode of Merry, the shockwave even creates a hole in the wall. According to Lucci, this is his most powerful attack.

Seimei Kikan: Lucci reduces his hybrid form and takes on a cheetah-like appearance with human proportions, greatly increasing his speed and agility. This technique is also part of his Resurrection abilities.

Seimei Kikan: Lucci returns to his normal form by canceling "Kami-e Bushin."

Devil Fruit

Lucci also possesses a Zoan-type Devil Fruit, the Neko Neko no Mi, Model: Leopard, which allows him to take on a leopard form or a hybrid man-leopard form, further enhancing his physical abilities. He first uses it against Zoro and Luffy, easily overpowering them. However, during his second battle with Luffy, he has to fight more seriously due to Luffy's Gear 2. As a result, all of his abilities are improved. His "Index Gun" becomes more powerful, allowing him to shoot it at a distance like a rifle bullet. His "Shigan Madara" and "Rankyaku Gaicho" are also enhanced, with the latter capable of cutting through a warship. He does not frequently use his animal form, as it has only been seen once when he bit Luffy on the shoulder. He can also reduce his muscle mass with his Resurrection ability, making him faster but slightly less powerful than in his hybrid form.

Finally, the last advantage provided by this Zoan is quite unexpected. Lucci can wrap his tail around his enemy to immobilize them, allowing him to attack more effectively. He uses this ability against Luffy when Luffy tries to avoid his third Rokougan.

Haki

Rob Lucci has mastered the Haki of Armament. He is seen using this Haki in non-canon appearances, notably for the first time when his fist collided with Sabo’s in One Piece Film: Gold. He can also use this type of Haki in the video game One Piece: Burning Blood. He uses this Haki canonically for the first time during his fight against Luffy on Egg Head Island, using it to break rocks that were thrown at him.

Resurrection

Resurrection is a technique used by CP9 agents like Kumadori and Lucci. It involves controlling and manipulating different functions and parts of the body (Kumadori uses it for his hair, while Lucci can manipulate his entire body). When in his hybrid form, Lucci can create a fourth form of human-like physique, but with leopard skin.

History

Thirteen years ago, Lucci received his first mission that would cement his legend among the World Government forces. A group of pirates had taken 500 soldiers hostage in a kingdom and forced the king to surrender the throne. As the kingdom was on the verge of surrender, the World Government sent a 13-year-old child to resolve the situation. The young Lucci massacred all the hostages before exterminating the pirates using his Six Powers techniques and his incredible physical strength. It was during this first mission that he earned the wound on his back, resembling the World Government's flag, which he sustained by taking five cannonballs head-on.

Lucci later joined the CP9, where he, along with Kalifa, Kaku, and Blueno, infiltrated Galley-La Company to retrieve the plans for the ancient weapon Pluton.

Water 7 Arc

Lucci first appears as the silent foreman of Galley-La Company. He is seen lecturing Paulie, who planned to repay his debts with the Straw Hat Pirates' money. A brief scuffle ensues between them.

When Iceburg is attacked at his home, Lucci and his companions face off against Luffy to avenge the mayor of the city, but the pirate escapes in time. Later, the city is in a panic after someone shot at Lucci, and he accuses Robin of being the culprit. As the city chases the Straw Hat crew, Luffy heads to Lucci's room. The truth is revealed, and they discover that the people who tried to kill him are Lucci, Kaku, Kalifa, and Blueno.

Lucci explains that they are spies working for the World Government. Paulie, enraged by the revelation, tries to attack Lucci with his ropes, but Lucci counters with a "finger gun," knocking him out. Lucci explains that any resistance is futile, as they have trained their bodies to be weapons through the Six Powers. Paulie recalls good moments spent with Lucci and Blueno, but the agent grabs him to kill him. Luffy intervenes and tries to land a kick, but Lucci effortlessly blocks it.

Luffy attacks Lucci, but Lucci uses Metallium, a technique that makes him as hard as steel, rendering Luffy's punches ineffective. He retaliates, but Luffy's rubber body absorbs the blows. Lucci then warns that the building they are in will soon be engulfed in flames in two minutes, advising them to leave, though he and his team will not allow them to escape.

Lucci reveals his Devil Fruit, the Leopard Leopard Fruit, and declares that only Zoans can develop their physical abilities to the fullest, making them the best in close combat. He uses his "Hurricane Kick" to slice through the building and block the way of the artisans rushing to Iceburg's room. Pauly decides to save Iceburg, but Lucci blocks his path. Luffy intervenes with a punch, but it is ineffective, and he is knocked out of the building. Zoro also tries to fight but is easily overwhelmed.

The CP9 begins their search for Franky, infiltrating his hideout to demand the plans for Pluton. Rob Lucci informs Franky that their four attackers were spies for the World Government and that their lives in Water 7 were lies. They reveal that they know Franky's real name, Cutty Flam, which shocks him. Franky reacts calmly but asks about Iceburg's condition, only to be told he is dead, a revelation that devastates him. Lucci explains that Franky faces serious charges and proceeds to capture him. The CP9 takes Robin, Franky, and Usopp to Enies Lobby.

After Nero's defeat by Franky and Wanze's by Sanji, the two pirates reach the train and face the CP9 members. Lucci knocks Nero out of action, considering him unfit for the unit. He then tells Sanji that Robin must die for the good of humanity, but Sanji, fed up with hearing this, delivers a powerful kick that Lucci easily blocks. Sanji tries to rescue Robin by attacking Blueno with a powerful kick, which slightly affects Blueno's Metallium. Usopp then throws a smoke bomb and runs to grab Robin, returning to his comrades. Once the smoke clears, Franky sacrifices himself by detaching the wagon carrying Robin, Sanji, and Usopp, but this proves useless due to Blueno's Devil Fruit powers, which allow him to join the train and prevent their escape. Blueno then explains to Sanji why Robin repeatedly refuses to join the crew, and Robin returns to the CP9 members through the tunnel Blueno created.

Enies Lobby Arc

The CP9 arrives at Enies Lobby with Robin and Franky, who are shocked by the location, perched above a massive chasm.

The CP9 agents gather, and Rob Lucci confirms the arrest of Franky and Nico Robin. They all meet in a tower where Spandam and the other members are waiting. It is the first time in five years that the entire CP9 is reunited. However, there is clear rivalry between Lucci and Jabura, while Kaku, Kumadori, and Kalifa try to calm them down.

Suddenly, Kalifa, Kaku, Blueno, and Lucci attack Fukurou, who then assesses their Doriki levels and explains that the strength of an armed soldier equals 10 Dorikis. Kalifa has 630 Doriki, Kumadori has 810 Doriki, Blueno has 820 Doriki, Jabura has 2180 Doriki, Kaku has 2200 Doriki, and Lucci has 4000 Doriki. Jabura is reluctant to believe that Lucci and Kaku are stronger than him, leading to a dispute between him and Lucci.

The CP9 members, Robin, and Franky learn that Luffy has infiltrated Enies Lobby to rescue Robin. Spandam declares that even if Luffy reaches the final building, he will be easily defeated by the seven CP9 fighters. Robin counters, stating that she only accepted their deal because they promised to let her crew leave safely. Spandam orders Lucci to recite the terms of the agreement, and Lucci confirms that "the six members of the Straw Hat Pirates, except Robin, must leave Water Seven alive." Spandam adds that the contract was fulfilled when they left Water Seven, shocking both Robin and Franky for the lack of humanity shown. Spandam then tells the CP9 that they can rest in their room, where they will be recognized and celebrated.

Lucci declares that he is not interested in celebration or promotions. He works for the World Government solely because it grants him the freedom to kill. Spandam retorts that, as their group leader, they must obey him. However, Lucci responds that nothing forces him to accept his ideas. When asked what motivates him, Lucci transforms into his leopard form and answers, "blood," stating that as long as they are there, death can be justified.

Once the Straw Hat crew had gathered in front of the building where Spandam was located, he panicked and ordered his men to gather Lucci and all the other CP9 members in the main tower. The team now gathered on the tower and faced Luffy. They were surprised that the Straw Hat crew had managed to make it this far. A conversation then took place between the crew captain and Robin, ending with her crying and shouting that she wanted to live and wished they would take her back with them to the sea. The Rocketman then reached the judicial tower, rushing toward the base of the building, allowing the crew and Franky, who had been pushed by Spandam into the void just before, to reach the spot where Kaku, Kalifa, Jabura, Kumadori, and Fokuro were, while Spandam and Lucci escorted Robin to the justice gate.

In the underwater tunnel leading to the justice gate, Luffy finally caught up with Lucci. The Straw Hat warned him that if he didn’t allow him to reach Robin, he would be forced to fight him. Lucci responded by saying he wouldn’t let him pass. Luffy then began his fight against Lucci.

Spandam and Robin reached the bridge of hesitation as Franky tried to catch up with them. He crossed paths with Luffy, who was fighting Lucci. Franky then offered to help Luffy, but he refused, asking him to focus on Robin. Franky tried his “Strong Hammer,” which didn’t work on Lucci. The latter explained that his Douriki was five times higher than Fokuro’s, so while it would work on Fokuro, it wouldn’t work on him. He then planned to strike down Franky, but before he could finish him off, he took Luffy’s “Jet Pistol.”

Franky was shocked by Luffy’s power boost. Luffy explained that he wouldn’t last long but would have enough time to pass and catch up to Robin. Lucci had now become a leopard man due to the power of the Neko Neko no Mi, model: Leopard. Finally, thanks to Luffy’s interventions preventing Lucci from reaching his ally, Franky managed to pass the gate and run to join Robin. Lucci’s Gear 2 transformation forced him to change form, and he reminded Luffy that he had easily defeated him in this form before, but Lucci responded that it was because he had been hungry. He used his Rokushiki technique again, but the pirate dodged and countered with "Gomu Gomu no Jet Bazooka." He seemed to understand the Gear 2 technique and decided to make a hole in the wall to let water into the tunnel, hoping that if one of his comrades were there, they would drown. Luffy got angry as the Marine warships and five Vice Admirals arrived and began their attacks.

The underwater tunnel was flooded due to Lucci, forcing part of the crew to flee. Lucci seemed to have the upper hand on Luffy due to the combination of his Devil Fruit powers and his mastery of techniques. The Straw Hat regained the advantage by ejecting him from the support pillar with his brand-new technique: Gear 3.

Luffy continued his fight against him outside, on the Marine warship. Rob Lucci’s past was then revealed by one of the Vice Admirals. After using Gear 3 for about a minute, the Straw Hat became tiny and had to hide. Once found, he became an easy target for Lucci. Annoyed by this form, Lucci decided to trap him in the wall and deliver the final blow. He gained momentum and started running while preparing his attack, but his leg, injured by the earlier Gear 3 attack, forced him to stop. Once back to normal, Luffy resumed his fight.

The soldiers began attacking the crew while Luffy tried to finish off Lucci. The Straw Hat was about to lose, when Sniperking removed his mask and called out to him, shouting that if their captain couldn’t defeat Lucci, no one would be able to.

It was when he was completely exhausted that the Straw Hat found the will to stand up, activate his Gear 2, and attempt once more to take down the CP9 assassin. Wanting to finish things for good, he used his most powerful technique against him, but in the face of his determination and the encouragement of his friends, it didn’t prove as effective as he had hoped. Rob Lucci was finally defeated by Luffy, although the latter collapsed on the ground, immobilized by the overuse of Gear 2, just after defeating him.

Mini-Adventures of the CP9

After the defeat by the Straw Hat crew, Blueno came to retrieve the CP9 members and they took Rob Lucci, gravely wounded, to the hospital in the city of Saint Poplar. To pay for his medical bills, the former members did odd jobs. Lucci expressed his gratitude and shook his doctor’s hand. He then went bowling with the other former CP9 members.

With the rest of CP9, he attacked the Candy Pirates when they started wreaking havoc on the island. Rob Lucci knocked out the captain with a kick while the others took their ship. However, he began to go overboard and tried to crush the captain’s skull, much to the horror of the onlookers. The group then realized that they couldn’t stay on the island much longer.

Before continuing their journey with the Candy Pirates’ ship, a little girl gave Kalifa a flower as a thank you. After their trip, they ended up in the lush forest of the island where they had been trained. They observed from a distance the next generation of CP9, reminiscing about their childhood memories. Then, Captain Very Good arrived with his men on their island to arrest them. But they were obviously too strong.

After defeating the Marine, led by Very Good, Lucci contacted Spandam, who was physically paralyzed, via a Den Den Mushi, and promised to visit him soon. The CP9 left the island of Guanhao after these events.

During the Timeskip

During the timeskip, Lucci and the other former CP9 members began training to become stronger. They eventually discovered a conspiracy in which Spandine was preparing some sort of takeover with former prisoners from Impel Down’s Level 6, as well as members of the Underworld. They attacked and destroyed the involved factions and, thanks to their efforts, were reintegrated as Cipher Pol agents.

Dressrosa Arc

Accompanied by Spandam, he reported to Kaku via Den Den Mushi that all the weapons stored in the Commerce Port had been stolen and believed that the Revolutionaries were the only ones who could commit such an act. It seems that Spandam is now his subordinate.

Film Gold

Rob Lucci appeared wearing a mask in front of Akainu and asked him to gather the ten warships requested by Gild Tesoro. Akainu refused, stating that the Marines would never ally with a former pirate like him. He then asked Lucci if the CP-AIGIS0 were his underlings, but Lucci responded that the ships weren’t for Tesoro, but for their mission, and he would be taking command of them.

Later, he reappeared on a Marine ship near Gran Tesoro, bombarding Tesoro, who had turned into a giant, with cannonballs. However, a Marine told him to wait as the Celestial Dragons were still on the scene. He received a call from them demanding to be picked up, but Lucci hung up on them and continued the bombardment until Sabo arrived and destroyed the cannonballs with his fiery fist. Sabo asked him what the Revolutionary Army was doing there, and Lucci replied that it was to prevent them from killing innocents and that it was Luffy’s job to deal with Tesoro. He then asked if that was justice, and the Revolutionary answered that it was freedom. The CP-AIGIS 0 agent transformed, and they began to fight.

Later, Tesoro fell from the sky, and they stopped fighting. Lucci declared that most people called Tesoro a monster and ordered the Marines to capture him. In the end, he was seen waiting to witness the self-destruction of Gran Tesoro, which turned out to be a deluge of fireworks.

Whole Cake Island Arc

The CP-AIGIS ZERO and the Marines arrived at Bartigo after discovering its existence. However, Blackbeard’s crew had already destroyed everything, and there was no trace of the Revolutionaries. A confrontation between Cipher Pol and Blackbeard’s crew took place, ending with the Emperor’s men fleeing.

Reverie Arc

Rob Lucci reappears with his CP-0 partners, Stussy, Kaku, and one of the three masked men seen in Dressrosa, at the gathering of royal families for the Kings' Council. He witnessed several events, including Saint Charlos’ appearance to seize Shirahoshi as a new slave, his intervention against Leo and Sai, who wanted to help the mermaid princess, King Neptune’s decision to forcibly retrieve his daughter, and finally, Saint Miosgard’s appearance, which ended the disruption caused by Charlos by striking him in the face before he could intervene. After intervening against the two pirates, he reminded everyone why the Celestial Dragons, considered gods, existed, and that their rights and desires were limitless, even without any logic.

Film Stampede

Lucci was present at the Pirates Expo, hiding in the background to seize the Eternal Pose leading to Laugh Tale. Although he wasn’t necessarily seen by the other fighters, he participated in the final battle against Douglas Bullet, adding a Rankyaku to the barrage of attacks used to pierce Bullet’s defenses. After Bullet was defeated, Lucci tried to take the Eternal Pose for himself but was stopped by Sanji. Luffy then destroyed the object.

Wano Country Arc

Lucci then led a fleet to Wano Country to take control of the country in case Kaido was defeated. He spoke to one of the CPO agents via Den Den Mushi and was informed about Vegapunk’s artificial Devil Fruit eaten by Momonosuke. He then ordered them to capture Robin.

Egghead Island Arc

Lucci and his fleet continued beyond Wano Country toward Egghead Island with the other CP0 agents, Kaku and Stussy, as well as a Seraphim resembling Kuma. Following the report that Jewelry Bonney might be on Egghead, CP0 considered killing her.

A l'approche d'Egghead, les navires gouvernementaux sont attaqués par les Monsters Marins mécaniques de Végapunk et ripostent. Pythagore les contacte ensuite par escargophone, leur demandant poliment de faire revenir S-Bear de lui-même et de repartir vers une base de la Marine. En effet, Végapunk sait que sa vie est menacée par le gouvernement mondial à cause de l'étude de l'Histoire Oubliée et qu'il le découvrirai un jour ou l'autre.

Malgré, le prétexte des navires gouvernementaux disparus, Lucci ne parvient pas à entrer sereinement à Egg Head avec son équipe et comprend que Végapunk sait la véritable raison de leur venu. N'ayant pas le choix, il décide d'abandonner son vaisseau en utilisant les pouvoirs du séraphim S-Bear, qui les téléportera sur l'île du scientifique.

Atlas, malgré les avertissement de Shaka, a pour objectif de chasser les intrus. Lucci s'est alors rapidement transformé en sa forme hybride de léopard, et utilise Rokuogan, en visant directement le visage du clone, la mettant instantanément hors de combat.

À ce stade, Jinbe, Chopper, Luffy et Bonney (celle-ci dans un état inconscient), sont passés juste devant les agents, Lucci et l'homme en caoutchouc se reconnaissant instantanément. Le combat de revanche commencent malgré le désaccord de chaque camp. Les deux combattants révèlent leur forme éveillée. Malgré sa rapidité, il parvint difficilement à porter des coups à Luffy.

Durant leur duel, Lucci transperce Sentomaru avec Shugan (Main Gun) et reprend le contrôle instantané des Séraphins qui attaquait jusqu'alors les agents du gouvernement. Le combat reprend et se solde par une défaite de l'agent, qui a du mal à saisir la forme éveillé de son adversaire, le nouveau quatrième empereur.

Lucci perd conscience après l'attaque puissante de Luffy, mettant fin à leur combat. Il a cependant gardé sa conscience et ayant réussi à faire s'évanouir Sentomaru, il a sécurisé le CP0 et a pris le contrôle des Seraphim. Puisque l'équipage du Chapeau de Paille a trouvé refuge derrière le "Dôme Frontier", Stussy suggére d'attendre l'arrivée de la Marine. Lucci avec obstination, répond, qu'attendre risquait de jouer en faveur de leurs adversaires. Afin de leur bloquer toutes les sorties à Végapunk et aux Chapeau de Paille, il ordonna de détruire tous les navires autour de l'île.

Malgré sa défaite, Lucci ne lâche pas l'affaire, il va même jusqu'à affirmer ne pas reconnaitre Luffy comme l'un des quatre Empereur. Alors que le système de défense du Frontier Dome a mystérieusement été désactivé, Lucci s'en méfie mais porté par la naïveté et l'opportunisme de Kaku, il a suivi son compagnon. Les trois agents, grâce à l'habilité du "Moon Walk" traverse les cieux jusqu'aux portes du LaboPhase, sous les regards paniqués des Chapeau de paille dans la salle de vidéo-surveillance. En repérant à la fois le Thousand Sunny et le Vegaforce 01 à l'entrée, Lucci, de son regard noir, ordonne la destruction du vaisseau uniquement. Zoro bloque l'attaque exécutée par Kaku. Les quatre séraphins suivent les agents, Lucci trouve leur comportement étrange, car il ne leur ont pas donné l'ordre de monter. Il ordonne alors la destruction immédiate du Labo, avec les cibles à l'intérieur, avant que Végapunk ne contre son ordre.

Cependant, Stussy met fin aux hostilité de ses deux camarades en les endormant grâce à son fruit du vampire qu'elle avait jusqu'alors dissimulé tout au long de sa carrière. Elle planta ses dents pointus dans Kaku. Voir Kaku à terre semble terrifier l'agent du CP0. Aprés cette brusque trahison, Lucci essaye de garder son sang-froid et l'attaque sans ménagement. Hélas, avec plus d'un tour dans son sac, Stussy parvient à poser le bout d'un rouge à lèvres en granit marin sur son cou, pour l'affaiblir et lui mordre le cou. Il finit par s'endormir. Tous les deux sont finalement capturés, inconscients et amenés dans la Control Room.

Soudain, S-Hawk et S-Bear entrent dans la pièce et commencent à attaquer Lucci et Kaku. Zoro ne supporte pas de voir les deux agents mourir car ils sont impuissants avec des menottes en Granit Marin, alors il fait alors face aux séraphins, mais demande de l'aide à son capitaine, puisqu'il ne peut pas gagner seul. Luffy et Shaka le rejoignent alors et ce dernier ordonne aux séraphins de s'arrêter mais ceux-ci désobéissent et attaquent à nouveau. Le satellite en déduit alors, qu'ils agissent sur ordre d'un autre Vegapunk qui envisage de tous les tuer. Les deux agents du CP0 se lèvent et leur proposent une alliance temporaire pour se sauver mais Luffy et Zoro sont dégoûtés.

Zoro se demande pourquoi les flammes sur le dos des séraphins ne s'éteignent pas et Luffy remarque que S-Hawk est parti. Lucci spécule alors qu'il a changé ses priorités, pour se concentrer d'abord sur les cibles les plus faibles, afin de déstabiliser les plus fortes. Le sabreur se lance alors à la recherche du séraphin et le Chapeau de Paille ordonne à Kaku, le prenant pour Usopp, de le suivre, pour s'assurer qu'il ne se perde pas, puis de revenir attaquer S-Bear malgré le fait que Lucci essaie de lui rappeler qu'il est inutile de continuez à le frapper, car il est invincible.
