It is a tournament organized by Zen'Ô and Future Zen'Ô with the goal of erasing 7 of the 8 underdeveloped universes, sparing only the surviving universe from the Tournament.

In the year 780, Zen'Ô and Future Zen'Ô analyze the level of each universe with the help of the Grand Priest, who informs them that Universe 1 is doing very well, followed by Universe 12. Universe 5 and Universe 8 are also doing well.

However, the other universes have a mediocre or even terrible standard of living. The Kings of All are about to erase the other 8 universes when Goku approaches them to talk about the inter-universe battle that the Supreme God had promised to organize. Remembering this, Zen'Ô orders the Grand Priest to summon all the gods.
