⛩ Tooru Mutsuki is a special class inspector in a rural GCC branch, a Quinckes and a former member of the Quinckes Group.

Also a former inspector assigned to support other squads, he served as a temporary member of the Hachikawa and Suzuya squads during major operations.

He acted as a mentor to the Oggai Groups and supported their mission as Group 0, until his defection to the GCC alongside Shinsanpei Aura, in order to personally seek out his former mentor, Ken Kaneki (Haise Sasaki).

Finally, Mutsuki returns to the GCC under Urie and Saiko before leaving the TSC (née GCC) again to be transferred to a rural branch alongside Shinsanpei Aura and Ayumu Hogi.

He is nicknamed Eyeball of the GCC by Dr. Shiba and the Hirako Group.
