⛩ Rob Lucci, also known as "Massacre Weapon" is an agent of Cipher Pol serving the World Government, a member of CP0. Previously, he was a member of CP9 and was renowned as the strongest member in the history of the organization.

He first appeared as one of the five Shipwrights at Dock No. 1 of the Galley-La Company shipyard in Water Seven, operating undercover to obtain the plans for Pluton from Iceburg. He worked as a sawyer and a specialist in gourds and bolts on that dock.

After his defeat by Monkey D. Luffy at Enies Lobby, Lucci was dismissed from CP9 by Spandam, who blamed him and his colleagues for the damage caused by The Straw Hat Crew on Judicial Island. However, over the next two years, he managed to rejoin Cipher Pol within CP0, this time as Spandam's superior.

He is the main antagonist of the Water Seven Arc, the second antagonist of the Enies Lobby Arc behind Spandam, a secondary antagonist of the Water 7 Saga, and one of the main antagonists of the Egg Head Island Arc after York, Dean Saturn, and his counterparts, as well as Admiral Kizaru (and briefly a reluctant ally). He is also a central character in the mini-series "CP9 Off Duty!" with the other agents of CP9.
