Even though he might have been able to defeat Itachi, defeating Madara was far from a likely outcome in the series. The power gap between Madara Uchiha and him was simply enormous. However, Kabuto might have offered a decent fight against Madara in Naruto Shippuden, especially after starting to use Orochimaru’s techniques and jutsus to enhance himself.
