Mirio and Bakugo are both extremely proficient with their existing Quirks. Furthermore, they are incredibly powerful fighters. Mirio even fought Overhaul barehanded after losing his Quirk. While Deku's heat-of-the-moment bravery inspired All Might, fans largely agree that Mirio and Bakugo would have been more strategic choices for the ninth wielder of One For All.

Mirio Togata has always been an optimistic child. Even when he struggled to master his Quirk as a youngster, Mirio persevered until he perfected every specific movement and aspect. His Quirk, Permeation, allows him to become intangible, which was highly problematic at first. He often fell through the floor and couldn't breathe while using it. Fortunately, his father (who possesses the same Quirk) taught him how to control it, and he has never looked back since.
Mirio's journey at U.A. High was paved with obstacles, but he never stopped smiling. Controlling his Quirk was daunting initially; he would frequently collide with solid surfaces or get launched out of objects in the wrong direction. Yet, even when facing embarrassment or failure, his joyful smile never faded. Mirio even inspired his classmate, Tamaki Amajiki, to gain confidence in his own abilities. While Mirio might not have been the strongest student at the start, he is now one of the most capable at U.A.

Mirio Is Idealistic and Iconic Like All Might
Through sheer hard work, Mirio has become the top student at U.A. High. His skills were impressive enough to earn him a spot in the hero agency of All Might's former sidekick. Sir Nighteye is one of the few who knows about One For All, and both he and All Might agreed that Mirio would make an excellent successor. With this in mind, Nighteye trained Mirio to be strong and skilled enough to handle One For All's power.
Under Nighteye’s guidance, Mirio became incredibly self-assured. He has a clear vision for his life and has sworn to stop at nothing to achieve his goal of saving a million people. His dream is so steadfast that he chose his hero name based on it: Lemillion. Much like All Might, Mirio rarely shows anything but a smile, acting as a beacon of calm for those around him. As U.A.'s top student, nothing stands in his way of becoming a great Symbol of Peace for Japan.
Why Would Mirio Be a Better One For All Wielder?
Mirio Has More Experience
Mirio would be a superior wielder because he possesses more field experience than Deku. He is also nearly graduated when fans first meet him, meaning he has at least two additional years of hero education that Deku lacks. Furthermore, Mirio maintains All Might's sunny hero disposition and the iconic smile that solidified All Might's legacy in the first place. Deku is often too somber for the same challenge.
Additionally, Deku tends to make impulsive decisions, endangering his life and others because he focuses too much on the immediate moment. Mirio is more deliberate and takes his time to assess a situation. This helps him make better decisions and avoid the consequences Deku often faces later. Mirio is physically stronger and more mentally prepared through his mastery of Permeation, making the transition to One For All much smoother for him than it was for Deku.

Katsuki Bakugo grew up alongside Izuku Midoriya (Deku). Both idolized All Might and dreamed of becoming pro heroes. However, Bakugo was always several steps ahead. While Deku was Quirkless and struggling, Bakugo excelled at nearly everything he tried. He was constantly praised for his flashy Explosion Quirk, which manifested between ages four and six. Unfortunately, this constant praise led to a deep-seated sense of superiority.
He began treating others as inferiors simply because they weren't as naturally gifted as he was. This dynamic shifted when they started U.A. High together. Unknown to him, Deku had received One For All right before arriving. Having known Deku as Quirkless his whole life, Bakugo became instantly jealous. He also perceived a special bond between Deku and All Might, which fueled his envy further.
Bakugo faced several setbacks during his first year, including a kidnapping and failing his initial provisional license exam. Only after being humbled multiple times did Bakugo begin to look inward and decide to change. He eventually discovers the secret of Deku’s power and becomes an ally in protecting both Deku and One For All. He even apologized to Deku for the years of bullying and began calling him by his real name: Izuku. Bakugo has transformed into a true ally rather than a reluctant partner.

Bakugo Has Already Wielded One For All
Bakugo has worked tirelessly to get where he is today. He undertook a personal journey to correct his character flaws and is learning how to be a better hero. He has a vast array of ultimate moves at his disposal and (for movie viewers) has already wielded One For All. Bakugo was so naturally suited to the power that he didn't even need training to use it at full capacity, unlike All Might or Deku. Though he only held half the power of One For All briefly, what he accomplished with it was absolutely staggering.
Like Mirio, Bakugo is comfortable with his Quirk and knows how to use it to his advantage, adapting easily to combat situations. He also performs exceptionally well academically, which is a strong indicator of critical thinking under pressure. He has outgrown his reactive phase to become more strategic and collaborative. Bakugo has come a long way toward his goal of being a top-tier pro hero.
Why Would Bakugo Be a Better One For All Wielder?
Bakugo Is More Responsible
While it hasn't always been the case, Bakugo is now much more balanced than Deku. He is more strategic and has become less reactive over time. Though he still has a temper, he now lives by the "Save to win, win to save" motto that All Might gave them.
Furthermore, Bakugo is more responsible than Deku regarding his health. He maintains a disciplined sleep schedule and doesn't overtrain to the point of self-destruction. Deku constantly pushes his body to absolute limits, which is often his downfall in battles as he doesn't allow for proper recovery. Additionally, Bakugo is generally better at keeping secrets. People may know about One For All now, but they likely wouldn't have if Bakugo had inherited the power. He still has work to do on his attitude, but he is actively striving for change.
Ultimately, Mirio and Bakugo would have been more efficient One For All users than Deku. They have more field experience and formal training. They know how to strategize, whereas Deku is often too caught up in his head to see situations clearly. Moreover, their mastery over their base Quirks means managing a secondary power wouldn't have been nearly as physically taxing as it was for Deku.
Deku has improved, but he still lacks the maturity required for such a heavy burden. Mirio and Bakugo have proven they understand the gravity of this power and wouldn't injure themselves needlessly. They have trained their entire lives to become heroes and understand their paths. Meanwhile, Deku only started working a few months prior. Mirio and Bakugo are the best overall candidates because they would treat One For All with the professional respect it deserves.
