Tao Pai Pai is a world-renowned assassin, hired by the most powerful men on Earth.
He is also the brother of Tsuru Sennin and serves as an antagonist in the Red Ribbon Army Saga.

Characteristics and Personality :
He is renowned as the best hitman in the world after 20 years of service. A formidable martial arts expert, he kills General Blue with a single flick of his tongue. He is likely the strongest human on the planet, as even Muten Rōshi seemed to fear him.
Tao Pai Pai is the brother of Tsuru Sennin, and like him, he is ruthless. The anime reveals his harshness towards Ten Shin Han when he trained with him as a child.
In addition to being a formidable hitman, Tao Pai Pai is the second tough adversary Son Goku faces, after General Blue. However, the story quickly makes it clear that this individual is even more dangerous. He coldly kills the hero’s former opponent and, most notably, Son Goku suffers his first crushing defeat in a very brief battle, which we will later see repeated with Piccolo Daimao.
In many ways, Tao Pai Pai marks the beginning of a more mature Dragon Ball, introducing extremely cruel adversaries capable of putting the hero in life-threatening danger.
However, the author is cruel towards this character, as once Son Goku descends from Karin's tower, he humiliates the hitman. After that, Tao Pai Pai becomes much less of a threat, especially during the 23rd Tenkaichi Budokai.
Biography
Past
Tao Pai Pai was born in the year 459, 2 years before the arrival of Piccolo Daimaô. Even though he was younger than his brother Tsuru Sennin, Tao Pai Pai always showed that he had superior fighting skills to his brother. Over time, a rivalry developed between the two brothers. Trivial pretexts such as sharing a bowl of rice were enough to create conflict between them.
Later, Tao Pai Pai began his career as a hitman, but maintained ties with his brother, helping him to educate young students at the Crane School such as Ten Shin Han and Chaozu.
One day, while on a business trip and striking a pose in a bar, he was approached by Mister Satan and his martial arts master, who made fun of his hairstyle. Tao Pai Pai killed the master and severely injured Mister Satan.
Dragon Ball (Saga of the Red Ribon Army)
Tao Pai Pai is an extremely cruel hitman. He is hired by the Red Ribbon Army to take back the Dragon Balls from Son Goku and kill him. He is first seen at the Red Ribbon Army headquarters accompanied by Colonel Black to meet General Red. During their discussion, General Blue returns to the Red Ribbon headquarters to report on his defeat at the hands of Son Goku. General Red is furious with Blue and decides to give him a chance of survival if he can defeat Tao Pai Pai. But unfortunately for him, the killer is much more powerful and eliminates Blue very easily by sticking his tongue in his temple.
This fight was a test for General Red to gauge Tao Pai Pai's strength. The fighter sets his conditions and flies off to the holy land to eliminate Son Gokû. On arrival, he declares his intention to kill Son Gokû. Bora steps in and decides to fight the assassin in defence of his son's saviour, Upa. The fight ends with Tao Pai Pai's superiority and Bora's death. Son Gokû confronts him in turn, but is quickly defeated and left for dead.
The assassin takes the Dragon Balls and heads to a small town to get a new outfit (the previous one was destroyed during his battle with Son Goku). He calls General Red to update him on the situation. The general informs him that he has forgotten one of the Dragon Balls at the foot of the tower and forces Tao Pai Pai to return for it. Tao Pai Pai puts him in his place and declares that he will go back only once his outfit is ready, not before. The general hangs up, furious.
When his tunic is finished, Tao Pai Pai kills the tailor for refusing to be the contractor for the murder and for not providing the target's name as compensation. He then heads to the sacred land. Upon arrival, he attempts to kill Upa, but Son Goku intervenes. A new battle ensues, but this time, Son Goku gains the upper hand. The assassin asks him how he became so strong in such a short time, and Son Goku explains that he drank the holy water at the top of Karin’s Tower. Tao Pai Pai tries to distract him and climbs the tower to drink the holy water himself, hoping to grow stronger. There, he meets Karin and threatens him to give him the holy water. Karin, however, gives him regular tap water and offers him a magic cloud to help him descend. Thinking he has become stronger, Tao Pai Pai rides the cloud down. However, Karin can control the cloud and makes it drop Tao Pai Pai, causing him to crash to the ground.
In the third round, Son Goku maintains the advantage. Before being completely humiliated, the assassin attempts one last move: he begs Son Goku to spare his life and takes advantage of Goku's distraction to throw a grenade at him. Son Goku catches it and throws it back, causing Tao Pai Pai to explode with the bomb.
(23rd Tenka Ichi Budôkai Saga)
Everyone believed him to be dead, but he reappears years later, transformed into a cyborg, alongside his brother Tsuru Sennin. He participates in the Tenkaichi Budokai to seek revenge on Son Goku and his former disciples, Ten Shin Han and Chaozu, for joining Goku. He brutally defeats Chaozu in the qualifications and faces Ten Shin Han in the quarterfinals. His former disciple easily beats him, but Tao Pai Pai cheats by using weapons. Ten Shin Han then incapacitates him, and he is carried away from the stadium by his brother.
Dragon Ball Z (Cell Saga)
He is first hired by a crook, Bourbon, to be his bodyguard but is quickly defeated by Son Gohan. His second appearance occurs when Son Goku is searching for the Dragon Balls. He works with a villain to find the Dragon Balls but is ultimately forced to surrender to Son Goku.

Film 03: Dragon Ball - The Mystical Adventure
Tao Pai Pai returns to his role as a hitman and becomes Tsuru Sennin's right-hand man. He uses the power of Emperor Chaozu to fulfill his ambitions. In search of Bora, who possesses a Dragon Ball, he once again shows no mercy. During the Miffan people's tournament, Tao Pai Pai faces Bora and takes great pleasure in torturing him. He is ultimately skinned by a statue next to the ring.
Son Gokû reacts but is immediately blasted away by a Dodompa. Coming back for revenge, he takes his revenge on the hitman, who finds himself doubly challenged due to the appearance of Arale Norimaki and her Gatchaman.
