The Grand Priest (Daishinkan) is an angel who resides in Zen'ô's palace.
He is the father of Whis, Vados, and all the angels who assist the Gods of Destruction. He first appears in episode 055 of Dragon Ball Super.

Characteristics and Personality
The Grand Priest is calm and polite, with a warm and laid-back personality, unlike Zen'ô's attendants. He also finds Goku's behavior with Zen'ô amusing.
Despite his calm demeanor, the Grand Priest can be serious when needed, like when he tells Goku to be quiet or calms Beerus down. Interestingly, he doesn’t seem to fear Zen'ô, as he stopped the fight between Goku and Toppo, even though Zen'ô was excited to watch it. His position with Zen'ô is mysterious, and he speaks on behalf of the King of the 12 Universes during the Tournament of Power.
Physically, he is a small man with blue skin, purple eyes, and white hair, similar to Whis and Vados, as they are all part of the same family and race. He has a blue halo above his head, unlike his children, who have it around their necks. His attire consists of a dark green/blue outfit with an orange triangle on his chest, along with a belt bearing the kanji for "Grand."
Biography
Past
Little is known about the Grand Priest's past, except that he has served King Zen'ô for thousands of years. At one point, the Grand Priest fathered thirteen children, who are the Angels that assist the Gods of Destruction. In the anime, his power is considered one of the top 5 strongest fighters across all universes. In the manga, he is ranked as the number 1 strongest fighter of all the universes.
Dragon Ball Super (Future Trunks Saga)
He first appears when Son Gokû seeks answers regarding the origins of Black Gokû. Though discreet in his appearance, Whis mentions that the Grand Priest is even stronger than him.
Arrival at Zen'ô's Palace
The Grand Priest welcomes Whis, Son Gokû, and Shin after Zen'ô requests to see Son Gokû. While Shin and Whis seem to have known the Grand Priest for a long time, Son Gokû meets him for the first time. He guides the guests to the grand hall where Zen'ô's throne is located. During this time, Whis informs Son Gokû that the Grand Priest is one of the five strongest beings across all universes. Son Gokû considers testing his strength, but Whis warns him that even his own strength would be fleeting in comparison to the Grand Priest's.
Son Gokû's Friendship with Zen'ô
Later, Son Gokû befriends Zen'ô, much to the amusement of the Grand Priest, who agrees that Son Gokû is the perfect character for Zen'ô. Meanwhile, Zen'ô's attendants and Kaïō Shin fear Zen'ô's wrath. After the meeting between Son Gokû and Zen'ô, the Grand Priest escorts them outside the palace and wishes them a safe journey.
Reappearance After the Defeat of Fusion Zamasu
The Grand Priest reappears after the defeat of Fusion Zamasu. Son Gokû asks Shin to take him to Zen'ô's Palace to introduce him to the future Zen'ô, whom he brought from the timeline of Trunks (future). The two Zen'ô meet and become friends, which pleases the Grand Priest. He asks Whis if it was his brilliant idea, but Whis responds that it was Son Gokû's idea. The Grand Priest then becomes envious of the inhabitants of Universe 7 and hopes to visit them soon.
Universe Survival Saga
In this saga, the Grand Priest plays a much more prominent role. When Son Gokû uses the Zen'ô Button to summon Zen'ô, he is greeted by the Grand Priest, who accompanies him to the thrones of the two Zen'ôs. Son Gokû reminds the present Zen'ô of the promise he made to hold a tournament between the 12 universes and then departs. The Grand Priest then travels to the Kaioshin Planet of Universe 7 to announce that there will be an opening match between Universe 7's team and Universe 9's team. He explains the rules of the match.
He causes total panic when he announces that the losing universes in the tournament will be destroyed by Zen'ô. He then asks the representatives of Universe 7 to recruit 3 fighters within an hour to participate in the match. He also announces the date of the match and that the tournament will take place in the Void Realm. Following Shin's request, the Grand Priest explains that the winner of the opening match will not receive a reward, but the winner of the Tournament of Power will receive the Super Dragon Balls.
One hour later, the Grand Priest welcomes the Universe 7 Team (Son Gokû, Son Gohan, and Majin Boo (good)) and the Universe 9 Team (Basil, Lavenda, and Bergamo) to Zen'ô’s Palace. Everyone kneels before him, then they are immediately sent to the arena where the opening match will take place, which is materialized by the Grand Priest himself. He summons the Gods of Destruction, the Angels, and the Kaïô-Shins of the 12 universes so they can witness this opening match, meant to show Zen'ô (future) what martial arts are.
Before the match starts, he answers Rô, the Kaïô Shin of Universe 9, who hastily asks if the winner will receive a reward. The Grand Priest then pressures him with his universe by announcing that the winner will not receive any reward, and that he cannot guarantee that Zen'ô won't destroy Universe 9 if the match doesn't please him.
After the match between Son Gohan and Lavenda, the Grand Priest announces to all the gods of the 12 universes that the Tournament of Power is intended to erase universes, and the losing universes will be destroyed. Only the winner and the 4 universes that are not participating will be spared (those being Universe 1, Universe 5, Universe 8, and Universe 12).
The Grand Priest explains that Zen'ô thinks there are too many universes, and that all universes with an average level above 7 will not participate in the tournament and will therefore be spared. While Universe 7 and Universe 9, the two universes with the lowest levels, face off in an opening match, they realize the importance of making their universe win the tournament.
Furthermore, the Gods of Destruction and the Kaïô-Shins will be erased along with their respective universes, while the Angels will not disappear with their universes. Whis informs Beerus that this is due to his position in the divine hierarchy, which is different from Beerus'.
During the Tournament of Power, he intervenes after each Universe’s defeat to announce its destruction. He also intervenes to signal the elimination of each fighter.
At the end of the Tournament, and after Number 17’s wish, he reveals to Beerus, Shin, and Rô Kaïô Shin that Zen'ô had planned for the winner to resurrect the erased universes with the Super Dragon Balls, and that otherwise, he would have destroyed the winning universe.
Galactic Patrol Prisoner Saga
When Whis arrives at Zen'ô’s palace, the Grand Priest joins him, pointing out that Universe 7 is a very chaotic universe. Wondering if Whis is there to ask for help regarding the threat posed by Moro and his men, Whis replies that he is only there to confirm a detail concerning the law of the angels. The Grand Priest immediately confirms that he is referring to Merus, which is true. The Grand Priest reveals that he sent Merus to Universe 7 as an apprentice so that he could learn more about the world. However, despite the law of the angels requiring them to act in a neutral manner, Merus had joined the Galactic Patrol. Given the current situation, he could break the law of the angels by using his angelic powers. He plans to recall Merus, but Whis convinces him to let him handle the situation.
